According to  Beyonce's trip to Cuba was approved by the U.S. Treasury Department. 

A source told Reuters that the two visited Cuba last week for their 5th anniversary on a fully licensed "cultural" trip.
Per TMZ reports, while it is against United States laws for US citizens to travel to the communist nation if it just for tourism but exceptions are made for "cultural exchange license"  

Wow looks like they are two tourist to me, but then again its Bey and Jay and they got it like that I guess.
